TVSC Message on mask policy


We understand there are concerns regarding the mask policy, every parent must decide what is right for their child and family. Please understand that we have to abide by the governor's order and the rules of our sanctioning body (EPYSA).

Twin Valley Soccer Club and all the leagues and tournaments in which we participate are part of the Eastern Pennsylvania Youth Soccer Association (EPYSA).
As such, we are required to follow their face covering/mask policies, which are mandated by the PA State Department of health. EPYSA has indicated it intends to maintain this policy until the state mandate is lifted.

Face coverings must be worn at all times during practice and games by players, coaches, officials and spectators.
Below are more details from EPYSA and the state mandate. Exceptions are available for medical conditions and other scenarios as outlined in section 3 of the state order.

COVID-19 Safety and Action Plan(revised 4/2021)

In accordance with guidelines set by the Centers for Disease Control and Eastern Pennsylvania Youth Soccer, our organization (TVSC) will return to play with the following Safety and Action Plan.

a. Communication & Education:
• All players and parents will receive a copy of our Safety and Action Plan (This Document) before return to play begins. (This will also be posted on our website)

• CDC Education materials will be shared with all participants (coaches, players, and parents) on behaviors that reduce the spread of COVID-19 to include but not limited to: hand hygiene, sanitizing equipment, properly covering coughs and sneezes, staying home when appropriate, wearing face coverings when appropriate and the practice of social distancing.

b. Steps to Reduce the Spread: Travel and Youth Academy Programs

Screen for Temperature greater than 100.4 before practices and games
Screen and record for COVID-19 symptoms as per Team Snap Health screen
Players or Coaches will not be allowed to play if positive for any screenings or Temp
Home Team to check the Temp of Referee prior to start of game
Face coverings should be worn by coaches and players, at all times, before, during and after all games and practices
Face coverings should be worn by spectators on the sidelines and practice social distancing
Game day bench available – mask and social distance
Spectators should be limited to family members
After the game, please exit field ASAP
No sharing of any drinks
Sanitizer available in team bags
Sanitize goalie gloves frequently throughout the game
No handshakes, fist pumps, before, during or after practices/games
Practice social distancing as currently recommended by PA/CDC guidelines
Any guideline that is added by PA or CDC (see next page)

In preparation of the Spring 2021 soccer season, Eastern Pennsylvania Youth Soccer wanted to give a brief update on the latest COVID-19 information as it relates to youth soccer. Please review our COVID-19 Response document and the updates below.

All coaches, spectators, referees, players should wear masks at all times. The only time when players or referees do not have to wear masks during participation is if they meet an exception in the Commonwealth of Pennsylvania's Order Requiring Universal Face Coverings. Section 3 of the Order provides an exception that allows an individual to remove their mask if wearing a face covering would either cause a medical condition, or exacerbate an existing one, including respiratory issues that impede breathing, a mental health condition or a disability. Proof of meeting the exception is not required. For fully vaccinated individual's, masks should be worn in public places which includes soccer activities.

Reduction of quarantine duration for a "close contact" - For an individual who is considered a "close contact" with a COVID Positive case, quarantine should ideally be for 14 days from the last time they had contact with you; however, for individuals who do not develop symptoms, quarantine can end after Day 10 without testing or after Day 7 if a specimen collected on or after Day 5 tests negative on a diagnostic test (i.e., PCR, antigen). Symptoms should be monitored for a full 14 days.
Elimination out-of-state travel restrictions. The state is no longer requiring that people who are traveling to Pennsylvania from another state, as well as Pennsylvania residents who are returning home from out of state, to test negative for the virus within 72 hours prior to arrival or quarantine.
Revised maximum occupancy limits for indoor events to allow for 15% of maximum occupancy, and 20% of maximum occupancy for outdoor events, regardless of venue size. Core public health measures such as face covering (mask-wearing), social distancing, and hand hygiene still must be enforced. The 15% of maximum occupancy is permitted only if attendees and workers are able to comply with the 6-foot physical distancing requirement.

Phased reopening plan 2020

1. Stage 1 (2-3 weeks) (June 26 to July 10)

• County has gone from Yellow to Green (Berks CO. Date of change: Friday June 26, 2020)
• Training permitted within organization only
• No Body contact, social distance during training
• No games, scrimmages or league participation permitted
• Reduced numbers of participants
• No shared equipment
• Spectators not permitted, parents can stay in vehicle
• Adult coaches must wear masks when with participants

2. Stage 2 (2-3 weeks) (July 10 to July 24)

• County remains Green
• Body contact is permitted
• Scrimmages and friendly games with other clubs in same Green County permitted
• No league participation permitted
• Spectators permitted with social distance
• Adult coaches suggested to wear masks with participants

3. Stage 3 (2-3 weeks) (July 24 to Aug 7)

• County remains Green
• Scrimmages and friendly games with other clubs in all Green counties permitted
• No league participation permitted

4. Stage 4 (2-3 weeks) (Aug 7 to Aug 21)

• County continues positive progress in Green with most government restrictions lifted
• League participation is permitted
• Social distance of spectators recommended during league games

c. Identification of COVID-19 exposure:

Parents of participants will notify the board of TVSC, Michael Roach, 610-425-2715, if the participant or someone in the participant’s home is presumptive positive or tests positive for COVID-19.

TVSC will notify Chester County Health department and will follow their recommendations.

TVSC will notify participants who came in contact with the individual of potential exposure following CDC guidelines and HIPAA regulations on confidentiality.
